Negative Economic Impact of the Ppaca Essay Negative Economic Impact of the Patient Protection and Accountable Care Act The Patient Protection and Affordable Care Act (PPACA) also referred to as ObamaCare, federal healthcare law, Affordable Care Act, or ACA, is a United States federal Statute signed into law on March 23, 2010, by President Barack Obama. In combination with the Healthcare and Education Reconciliation Act, it represents the most significant regulatory overhaul of the U.S. healthcare system since the passage of Medicare and Medicaid in 1965 (Patient Protection and Affordable Care Act). The PPACA is intended to increase the number of health insured Americans and reduce the overall costs of healthcare. The PPACA will revamp the current health insurance system by extending health insurance coverage to nearly 32 million currently uninsured Americans; 18 million through Medicaid expansion to individuals with incomes under the 133 percent federal poverty line (FPL), and 18 million through government exchange subsidies to individuals with incomes up to 400 percent of the FPL. Citizens and legal residents in families with income between 100 and 400 percent of poverty who purchase coverage through a health insurance exchange are eligible for a tax credit to reduce the cost of coverage. To subsidize the additional 32 million individuals covered, the new law introduces 18 new taxes and penalties on individuals, employers, and businesses (Campbell). Though the PPACAs intent is to lower healthcare costs, it will increase the federal deficit, increase state deficits, hinder employment, job creation and innovation, increase health insurance costs, and delay economic growth. These negative economic issues are far-reaching and long lasting. Increase the Federal Deficit One of the goals for the PPACA was to reduce the federal deficit by a small amount in the first ten years and by trillions of dollars thereafter. Contrary to this key objective, the combination of mandates and taxes will not reduce the federal deficit, but will likely increase it. The PPACA is estimated to increase the federal deficit by $75 billion, per year, resulting in the nation’s publicly held debt to grow to $753 billion higher at the end of 2020 (Campbell). Once the government begins to pay health insurance for individuals through subsidies and bring people into the government insurance program in the later half of the decade, this growing debt will balloon. The CBO’s updated 2011 estimates found that the PPACA will increase federal outlays by roughly $604 billion between 2012 and 2021 (Blahous). The excessive debt will drive out productive investments and lead to an estimated 670,000 lost job opportunities annually. The imposed tax hikes are anticipated to cost taxpayers $503 billion over 10 years and more in the future to subsidize government spending on new entitlements (Dubay). The standing budget analysis is very limited, as it does not account for how the policy’s combination of spending and increased taxes alters the macroeconomic performance of the economy. The heavy initial costs of the policy hinder economic growth with higher inflation and interest rates, overwhelming the benefits the law hoped to gain in later years. Within the PPACA, legislation double counts $53 billion in Social Security payments, counts $70 billion in premium payments for long-term care insurance programs as revenues, and ignores up to $115 billion in discretionary costs associated with the PPACA (Howard). After discounting the double counting of Social Security payments, long-tern care premium payments as revenue, and takes discretionary costs into account, the true financial deficit of the PPACA during its first ten years is over $562 billion, and $1.15 trillion thereafter (Howard). Increases the State’s Deficit Not only does the PPACA have a serious negative impact on the federal deficit, but also on state’s budgets, several of which are already suffering multibillion-dollar budget deficits. Medicaid spending currently consumes about 20 percent of state’s budgets, crowding out spending on everything else from education to infrastructure (Howard). States will be held responsible for roughly 11 million uninsured Americans who are eligible for Medicaid but have never enrolled. In 2014, many of these individuals will sign up for coverage under the pre-PPACA rate, which varies by state, and is far more complex. The mandated spending makes an already bad fiscal situation worse, as states are projected to face $21 billion in new Medicaid costs from 2014 – 2019, not including up to $12 billion in new administrative costs (Howard). While this reduces the $442 billion in new Medicaid costs for the federal government, many state budgets are already facing huge deficits and cannot afford any new outlays. In fact, they need to cut spending to balance their budgets. The increased rolls of people on Medicaid will continue to put financial pressures on state’s budgets, leading to further economically destructive tax increases, budget cuts, and state employee layoffs. Hinders Employment, Job Creation, and Innovation The PPACA imposes a 2.3% medical device tax, $2.3 billion annual tax on the pharmaceutical industry, and $2,000, per employee, tax penalty on employers with 50 or more workers who do not provide their employee’s insurance coverage or â€Å"adequate† insurance coverage. Stock shares fell in the medical device sector on June 28, 2012, the day the U.S. Supreme Court upheld the majority of the new healthcare law. In accordance with the new law, medical device manufacturers are subjected to pay a 2.3% sales tax on medical device sales. Scheduled to go into effect in January 2013, the excise tax on medical devices is a blow to innovation, will cost the industry more than $28 billion by 2019, destroy 14,000 to 47,1000 jobs, and increase the cost of medical devices (Graham). Several major manufacturers have already been affected and are preparing for the new healthcare tax. Welch Allyn plans to lay off 275 employees, 10% of their workface, over the next three years. Stryker plans on countering the medical device tax by cutting five percent of their global workforce, an estimated 1,170 positions. Zimmer Corp cites the tax for 450 job cuts and a $50 million charge against earnings. Cook Medical has nixed plans to open a manufacturing factory in the United States, moving business overseas to Ireland. Medtronic anticipates a $175 million annual charge against earnings, forcing the company to cut 1,000 jobs between 2012 and 2013. Boston Scientific is removing between 1,200 and 1,400 jobs, while shifting investments and workers overseas to China. In addition to the companies just mentioned, the following companies are also facing future layoffs at the hands of Obamacare. Smith Nephew: 700 employees, Abbott Labs: 700 employees, Coviden: 595 employees, Kinetic Concepts: 427 employees, St. Jude Medical: 300 employees, and Hill Rom: 200 employees. The medical device industry is the sixth leading exporter in the United States (Top US Exports). The impact of this tax will likely reduce exports, thereby exacerbating the trade deficit and damage the medical device industry. Obamacare will hit pharmaceutical companies with more than $20 billion in new taxes over the next ten years. Some companies cannot bear a massive tax bill and risk failure of multimillion-dollar research. The American economy benefits remarkably from the vast amounts that pharmaceutical companies invest into research and development. New drug therapies help increase the economy, because research and development expenses directly create jobs, and successful drugs enrich people’s health and can free up caretakers for more productive pursuits. For example, the cost of caring for those with Alzheimer’s and other forms of dementia will reach $200 billion this year and $1 trillion by 2050 (Pipes). A new treatment that could delay the onset of Alzheimer’s by five years would decrease the prevalence of the disease by 43 percent and save $447 billion by 2050 (Pipes). Beginning in 2014, employers with more than 49 employees will pay a non-deductible penalty of $2,000 for each employee beyond the first 30 employees if they do not offer minimum creditable health coverage. If an employer fails to provide affordable coverage, and at least one employee receives insurance through a state-based exchange, the penalty rises to $3,000 per employee (Howard). The law mandate is estimated to cost businesses an additional $96 billion between 2012 and 2019 (Howard). One economist notes that the $2,000 penalty will amount to costs averaging 15% of wages in the restaurant industry and nearly 10% of wages in the retail sector, provid ing an incentive to hire part-time, lower wage employees (Willnite). Many businesses will move toward hiring part-time instead of full-time employees to mitigate the health-care overhaul’s requirement. â€Å"32% of retail and hospitality company respondents told Mercer consulting firm that they were likely to reduce the number of employees working 30 hours a week or more† (Jargon). The CBO predicts that the law will reduce the number of jobs in the U.S. by one half of one percent, equating to about 700,000 additional Americans being unemployed. Employers with fewer than 50 employees that do not provide health insurance are disincentivized to grow beyond the â€Å"cap† and incur a penalty, further reducing unemployment and growth. One small business owner of an IHOP franchise in New Jersey anticipates penalties up to $220,000 for his 140 uninsured workers, forcing him to raise prices or lay off workers. â€Å"Ultimately, either businesses will close or consumers will pay more† (Dubay). Dana Holding Corp warned their employees of potential layoffs, citing $24 million over the next six years in additional U.S. healthcare expenses. The company has already begun laying off white collar employees. The CBO predicts three million people will lose employer based coverage as a result of the PPACA, noting firms that tend to drop coverage are smaller employers and employers who employ low wage workers. Other sources have estimated as many as 43 million low wage employees may be dropped into the state exchanges. This would significantly increase taxpayer obligations and further increase the cost of the program. To compensate for the new tax expenses, companies can reduce profits, reduce administrative costs, reduce labor costs (fewer jobs or lower wages), or raise their premiums. The global capital market is highly competitive and many companies already have prevailing incentives to redu ce administrative costs. Therefore, they are more likely to raise premiums or reduce labor costs, or a combination of both. Mercer, an employee benefits consulting firm, revealed in a November 2012 research study that in addition to considering lower-cost plans, two-thirds of companies polled said they would also raise health care costs for workers through higher co-pays and deductibles, regardless of whether the employee is a CEO or a line worker at a factory (Murphy). This is a job destroying law that will negatively affect nearly everyone. The cost of the tax increase will result in lower wages, hire unemployment, lower hours worked per employee, cut jobs, lower profits, lower shareholder returns, less innovation, and higher prices for consumers. The new tax mandate will create access barriers to healthcare and services, further increasing costs. Companies will proceed very cautiously before committing themselves to new investments and employment decisions. The effect this has on economic growth, innovation, and job creation is significantly counterproductive toward the goal of increase growth in this anemic economy. Increased Health Insurance Costs The PPACA imposes a number of new requirements on health insurance companies, including being barred from setting premiums based on medical history, limitation to varying premiums based on age, extending dependent coverage for adult children until the age of 26, and eliminating the lifetime cap on health insurance coverage. The effects on the provisions and taxes will likely be passed onto employers and individuals in the form of higher insurance premiums, especially for younger adults, thereby subsidizing older Americans. The law allows premium costs to vary by a ratio of three to one, based on age. Heritage research specifies â€Å"The natural variation by age in medical costs is about five to one, meaning that the oldest group of non-Medicare adults normally consumes about five times as much medical care as the youngest group.† Under Obamacare, young adults will pay exaggeratedly high premiums, and older adults will pay unnaturally low premiums. Young adults in the exchange, who are under the age of 30, will see an eight percent increase in their premiums (Radnofsky). The ban on establishing premiums based on medical history also increases premiums for individuals who are healthy. Individuals with chronic disease have healthcare expenses three times greater than those without chronic disease. The Kaiser Family Foundation study found that due to the health law’s restrictions on how much prices can vary by age, having older, sicker people participating in the insurance exchanges could drive up premiums for everyone in those exchanges by three percent, or $141 for each enrollee in 2014. Delay Economic Growth The law charges insurance companies and imposes a 40 percent excise tax on individuals with high-premium insurance plans. The excise tax applies to insurance plan premiums exceeding $8,500 for individuals and $23,000 for families, for the cost of combining health savings accounts, medical, prescription drugs, dental, vision, etc. There is a higher threshold for early retirees and high-risk professionals of $9,850 for singles and $26,000 for a family. Until 2019, these thresholds will be indexed to the general price inflation, plus one percent. In CBO’s latest projections, the plan is expected to cost taxpayers $87 billion between 2011 and 2019. The PPACA enforces a new 3.8% investment income tax and an additional 0.9% Medicare payroll tax on individuals with annual income exceeding $200,000 and on families and small businesses with annual income exceeding $250,000. Similar to the previous law’s Medicare payroll tax, the revenue from the additional 0.9 percent tax will be allocated to the Medicare HI Trust Fund. The tax increase is expected to cost this group of individuals $210 billion between 2012 and 2019 (Howard). High tax rates carry economic penalties. They cause taxpayers to base decisions more on tax considerations and less on economic merit. Additionally, high taxes can shrink the size of the tax base, raising less revenue than the causal bystander might assume. A study by Ernst and Young has concluded higher tax rates will result in a significant increase in the average marginal tax rates on businesses, wages, and investment income, as well as the marginal effective tax rate on new business investment (Prante). The study finds that these higher marginal tax rates result in a smaller economy, fewer jobs, less investment, and lower wages. Specifically, the study found that the higher tax rates will have a substantial adverse economic affect in the long-run that includes lowering output, employment, investment, the capital stock, and after tax income. Higher tax rates on wages reduce work effort and labor force participation (Prante). The higher tax rates on capital gains and dividends increase the cost of equity capital, which discourages savings and investment, and reduces capital available for companies to grow. In effect, capital investment falls, which reduces labor productivity and means lower output and living standards in the long run (Prante). These economic destructive policies will impede an already weak economy. Conclusion PPACA’s taxes, penalties, and fees on investors and businesses will decrease the amount of investment in the economy. The law is packed full of taxes on individuals, employers, medical device companies, insurance companies, and pharmaceutical companies. Almost all of these costs will be passed along to employers and individuals in the form of higher insurance premiums, reduced wages and employment, and reduced investment in products and services. In turn, this reduced investment will lead to a decline in productivity. Higher taxes on investments also put upward pressure on interest rates as investors seek to achieve their after-tax desired rate of return. Lower wages reduce the amount of taxable income that could otherwise have been achieved. This will increase the deficit and grow the total debt, putting upward pressure on interest rates and push out some savings that could have gone to new productive business investments. Due to higher interest rates, more American tax dollars will go toward paying the interest on the federal debt rather than paying down principle. Simulations using dynamic analysis estimate that the government would spend an average of $23 billion more per year on interest rate payments between 2010 and 2020 that it would without the PPACA (Campbell). The enactment of the PPACA has and will continue to substantially worsen a dire federal fiscal and economic outlook, accomplishing the opposite of its intention. The actual economic cost in money and jobs will not fully be known for years, but the outlook is dismal at best. Works Cited Blahous, Charles. Engineering Practice Review Report

Engineering Practice Review Report Introduction I worked for Christie Civil during both of my Internships and received a wide variety of experience during both of these six-month blocks. I worked on several different sites, which included the upgrade of an RTA owned road to the renovation and construction of parts of the Holsworthy Army Barracks. I found out about Christie Civil through the university-run website I2MS. I applied for the advertised position, as well as many others as soon as they became available online. Although I didnt receive a reply as soon as I would have liked. About 2 and a half months after I applied for the job, I received a phone call and an invitation to have an interview with the companies Sydney manager, Martin Carey. I felt the interview went very well and I was initially happy with my first impressions of the place and the people. One week later I was one of the two successful applicants and began work on the 1st of August 2007. In the semester before my second internship, I contacted Christie Civil in the hope of obtaining some information about a site I had previously worked on, for a university assignment. It was then when the Project Manager I was talking to, inquired about where I was working for my second internship and invited me to come back and work for them. Since I enjoyed working there, and I felt that I previously hadnt learnt as much as I could have, I decided to return to the company. About the company Christie Civil is a medium sized construction company that specializes in civil contracting within the Sydney region. For over 40 years, Christie Civil has worked as a Quality Endorsed company whose typical scope of works includes: Foundations (piles, footings, underground structures, shoring and underpinning) Bulk and detailed Earthworks Subdivisions (Site clearance, roads and drainage, services) Concrete Structures (Bridges, water and wastewater treatment tanks, detention tanks) Integrated Services (mechanical/ electrical/ hydraulics/ utilities) Retaining Walls Car parks and Pavements Environmental Remediation Christie Civil employs over 35 people including many Civil engineers, Project Managers and Foreman. On a typical site, Christie Civil provides the On Site Over Heads (OSOH) and usually subcontracts skilled labour (such as carpenters, plumbers and electricians) to professional companies with a good reputation and a proven record. The company also often works in conjunction with a labour hire company called Christies People, as both companies were founded by the same person. First Internship 2007/2008 During my first internship, I worked with Christie Civil for over 6 months between August 2007 and February 2008. Throughout this time, my role varied significantly as the Christie Civil management team placed me in several different positions so that I might gain experience within different aspects of the company (see Figure 1a). The major roles I had are explored below: Figure 1a) Site Engineer As a site engineer I was given the responsibility of preparing and maintaining all of the Quality Assurance (QA) documentation regarding the construction sites to which I was assigned. The QA documents basically provide a system in which to monitor the progress and quality of the construction processes ensuring that it is done in a safe manor, to an acceptable standard. Regularly I was required to: Conduct site inductions, which were aimed at highlighting the important safety rules and regulations for anyone new to the site. Prepare and maintain Safe Work Method Statements (SWMS) which describes the appropriate precautions that must be taken in order expose potential hazards and minimize their risks. Give toolbox talks to the subcontractors and laborers. These talks outline current safety issues and highlight the appropriate action that is to be taken in order to maintain a safe workplace. Conduct Safety and Environmental Checklists. These checklists highlight any potential hazards that may have come about during construction. E.g. Excavations greater than 1.5m that require fencing. Prepare, maintain and sign off on Inspection and Test Plans. Record and monitor the location of newly placed concrete batches. Correspond with the Client Aid the project manager Aid the laborers I was assigned to two main sites during my first internship, the first of these being the construction of a sewerage overflow tank just off Gunnamatta Bay in Cronulla, NSW. This site basically involved the removal of an existing retaining wall, the excavation of the pit for the tank, the construction of the 5m x 3m tank and the restoration of the wall and the surrounding plants. It was only a fairly small, two month job with a budget of about $300,000. The second site I was assigned to on my first internship was a huge multi-million dollar construction and renovation project of the Holsworthy Army Barracks. On this site, several companies were subcontracted to John Holland to complete specific aspects of the job. Christie Civil had the role of excavating the trenches, laying the storm water pipes and the construction of the roads throughout the site. Systems Engineer As a Systems Engineer I was based in the head office, but was regularly required to visit the different sites and conduct Project Review Meetings (PRMs) with the Foreman or Project Managers. The data from these PRMs were collected and collated to form a set of OHS statistics which aim to compare the number of hours worked, with the number of Work Related Incidents (WRIs) and loss time injuries sustained. This allowed the company to gain an overall picture of performance with a focus on Occupational Health and Safety. Also it is a necessary procedure to prove the companies safety records and to build the companies reputation as a safe working company. This is done for the sake of tendering and as documentation in case an authority audits the company. Estimator As an estimator I assisted the estimating division in calculating the price of the different jobs for which we were tendering. This involved communicating with the Senior Estimator and referring to several engineering drawings in order to calculate the cost of the processes involved with the different jobs. For example from the engineering drawings we could calculate the approximate volume of material to be excavated. We could then approximate the time this would take for a certain excavator to complete, and then we would get several quotes from our subcontractors in order to compile a competitive tender for the prospective client. Other In conjunction with the major positions explored above I also had many other less specific roles within the company. Regularly I was required to drop off tenders, buy tools, conduct dilapidation reports, collect information regarding potential work sites, print and interpret engineering drawings and follow instructions as needed. Second Internship 2009/2010 After my first Internship I felt that I had not learnt as much as I could have at Christie Civil, hence I took up an offer to return to the company for my second internship. During this time, I worked for Christies for over 7 months between July 2009 and February 2010. As a result of my previous experience, I spent less time learning the ins and outs of my role within the company, but rather, was put out on one of the companys major job sites straight away. Throughout the course of my second internship I worked on two major sites, the first site involved the upgrade of Hillsborough Rd, a fairly major RTA road located in the heart of Warners Bay near Newcastle. As a site engineer on this particular job I was required to do much of the same work I had done during my first internship, although having a period of about one and a half years away from the company I was fortunate to have another site engineer with me for the first few weeks to remind me of my role. This particular site was unlike any other job I had worked on prior, because the construction client was the RTA. This meant that I was required to read through and understand many RTA specifications to do with the correct process for the construction of an RTA road, and submit all the testing and evidence that was need to prove to the RTA that the construction complied with the specifications. Specifically, this involved submitting Hold Point Release Forms (See Appendix A), to the RTA at particular stages of the construction process, and waiting for them to approve the quality of particular aspects of the current construction, before we could continue. Learning Outcomes The learning outcomes addressed below were chosen because they are not directly looked at elsewhere in the report. Eg. I didnt include the learning outcome about ethics, because it is directly addresses in the Ethics section. to review past experience, so as to plan and prepare for future workplace participation at a graduate and professional level. After reviewing both of my internships, and my university experience as a whole, I think that in the immediate future after graduation, I would like to get a job as a design engineer to experience a different side of my profession. An older civil engineer said to me when I first began my degree was that in his experience, the best design engineers are the ones who had worked in construction beforehand, because they know the practical workings of the job and can apply their experience while designing. So I deliberately went about looking for a job a site engineer for my first and second internships. At university I have enjoyed and found satisfying, the design subjects such as concrete design and steel and timber design, and could honestly see myself pursuing that sort of thing as a career. I would also like to achieve Chartered Professional Engineering Status to further open up opportunities for my career throughout my life. to refine and develop your approach to securing employment for professional engineering practice Since both of my internships were in construction, I hope to eventually get into engineering design, where I can incorporate the practical experience gained from working on site with the designs I am required to complete. As a result I have been looking out for, and focusing my attention to companies which are actively involved in both the design and construction aspects of engineering. I could use my construction experience to get into the company, and then hopefully move on to more of a design role within the company. to extend your knowledge of workplace cultures and organizational behavior Working in the construction industry, gave me the opportunity to learn about and be amongst two very different workplace cultures. The difference between the cultures on site and in the office is extravagant. Workplace culture in the office was professional which meant we were required to wear pants and a collared shirt. The atmosphere in the office was serious compared to the site as most of the people I worked with in the office were skilled engineers and project managers. In the same way, this was confirmed by the fact that everyone worked in their own office, quietly without fuss. On site however, there was many practical jokes and a lot of swearing. Work was done to keep on schedule, but there wasnt a major push for completion. Most days were relatively stress-free and for the most part everyone got along. There was no set time for lunch breaks, and sometimes the opportunity to work through lunch and finish early. to develop a critical basis for understanding principles of management, and of planning and design Throughout my work experience I have had much more to do with planning and construction rather than design. I have worked closely alongside a few different construction managers. I have seen and helped with much of the work they do and seen what is required of them to get the job done. Similarly I have been assigned to construction projects from their beginning, and have been involved in the initial planning of a job. My work experience also has been complimented with subjects I have studied at university, such as Construction and Engineering Project Management, whereas subjects like Concrete Design and Steel and Timber Design, have introduced me to the foundational concepts behind design, which I hope will someday come into use in the near future during my career. to develop and demonstrate effective communication skills appropriate to professional engineering Communication was one of the essential skills I needed in order to complete my job properly. As explored above, working in the different workplace cultures of site and the office, required me to be able to communicate effectively, with different types of people. Typically, when in the office I would be talking to engineers and Project Managers. As a result, the conversations were generally more technically based often referring to specific design specifications and engineering drawings. On site however, conversations, if about work, were regarding the practical aspects of the construction such as getting the grader to trim the road base down 20mm. to relate the theoretical knowledge gained in your experience to your studies, so as to be able to apply it in your capstone project During my internships, I found that a lot of the material and engineering knowledge I had gained at university was reinforced through my practical experience. Subjects such as Surveying, Construction and Engineering Project Management provided invaluable preparation for what I was to learn while working on construction sites throughout Sydney. Working on site, however, helped me to see the bigger picture of civil engineering and how each stage of the engineering process †¦ from initial conception, to design and finally construction of a project, is just as important as each other. Other subjects such as Steel and Timber Design and Concrete Design also introduced me to the other side of engineering, which I am yet to experience in a workplace environment. All of this experience will prove to be a great resource to draw from when completing my Capstone. to identify opportunities to extend your engineering knowledge Since I have had all of my experience within the construction aspect of Civil Engineering, I would like to initially pursue a career within a design consulting company so I can broaden my experience. I have enjoyed completing subjects such as steel and timber design, and concrete design and would love the challenge of applying the skills I have learnt in those subjects, as well as getting a more detailed understanding of engineering design within the real world. Also I love the idea of residential design, and hopefully one day with enough experience, I might be able to design my own house. to develop strategies for collaborative and life-long learning I have found that one of the most simple and beneficial practices to undertake for lifelong learning are to asking questions. The field of Civil Engineering is so broad, that it is rare to find an engineer that can be an expert at it all. Hence, during my internships, I needed to ask questions, not only to understand what I needed to do as a site engineer, but also to understand the reasons for doing such things like environmental inspection reports, or for using material such as heavily bound road base, as opposed to crushed sandstone, during the construction of roads. to develop strategies to secure mentoring and to promote team work While working for Christie Civil, I was basically assigned to assisting one particular project manager on all of his sites. The Project Manager became sort of a mentor to me, as he would be the first person I would contact if I had any questions or issues. In the same way, I have an uncle and a few friends whom are experienced Civil Engineers, and I have often asked for their advice while unsure about particular assignments while at university. During my career, if the company I work for doesnt assign me to a mentor specifically, I would go about seeking someone within the company who would be happy to sit down with me to answer any questions I might have, also I hopefully would still be able to talk to my uncle and civil engineering friends if they work within the same sector of civil engineering. to reflect on, and constructively review, your colleagues practice to help them in their academic, professional and personal development The main place I have been in a position to constructively review colleagues work is at university. As an intern I certainly wasnt in a position to constructively review my Project Managers work, however, I was required to train up another intern, and in doing so I needed to teach him how, and to review the work he had done. In particular, there was one occasion where he completed a Project Review Meeting but it was not done in enough detail, so I had to review it with him, and highlight the main areas of concern before filing the report. At university however I have worked on plenty of group assignments, where I have been required to constructively review members of my groups work. Recently, I found a mistake in one of the other group members work for a computer modeling and design assignment. I went over and gently pointed out the mistake, but it still took further explanation to convince her that she was wrong. My role as a site engineer was basically to act as a bridge between the office and this site, maintain and upkeep of the QA Documentation, collaborate with the foreman and laborers and liaise with the project manager. While I was working here, I was regularly required to manage my own time and processes. I often would move between the office and the site to attend meetings, run errands and deliver items of significance such as inspection reports. To make the most out of each day, I would plan my time and route accordingly to avoid peak hour traffic and determine the most efficient way to complete my tasks. Often during the day, I would be required to cope with change, both in my own daily schedule or in the final design of the project. Sometimes I would be on site and I would get a call from the company manager asking if I could run an errand for him. On one particular occasion, I was asked to drive back to the company office to pick up some important tender documents and drop them off at the Sydney Water head office. I was required to re-adjust my schedule for that day, and prioritize my tasks and complete them accordingly. Similarly, throughout the project there were several design changes. Initially as part of the project we were required to build a large turning bay towards the end of the road, which was designed so large trucks would have easy access in and out of the surrounding industrial warehouses. Just as we were preparing to begin the excavation for this part of the road, the client changed the design and totally removed the turning bay. I was required to adapt and change a lot of the QA documentation such as Inspection Test Plans (ITPs) and the Lot Plans, in order to accommodate for the design change. On site, I was required to complete surveying and leveling tasks in a timely manner. Due to the nature of the site, the client, Penrith City Council, would send out a senior engineer to inspect the levels of each layer of the road to ensure that we were building the road to the design levels. I was responsible for ensuring these levels were correct before the senior engineer arrived to inspect. I did this by calculating the design levels from the engineering drawings and then using a laser level to check the actual road level. If the actual level did not match the design level I would ask the grader operator to adjust the actual levels appropriately, all before the arrival of the Penrith City Councils Senior Engineer. For example, there is a very different workplace culture on site with the foreman and laborers on site, compared to the office with the Project Managers and Engineers. I would have to change my approach to communication and language I would use, depending on the context. When talking to my project manager, or the client, I generally would talk with technical terminology, talking about specific aspects of testing such as the RTA approved NAASRA Road Roughness Test or I would make reference to specific reports such as ITPs (Inspection Test Plan) or Hold Points which were required by the client at the end of the job. On one particular occasion, I was required to prepare all the site documentation for an external audit conducted by a company called SAI Global. It took about a week to get everything in order, and I was quite nervous because the auditor was basically going to be rating the organization and completeness of the site documentation and hence, my performance as a site engineer. At the end of the audit, the SAI Global representative highlighted only 2 minor areas which could be improved. My Project Manager turned around and shook my hand and said good job and that he was not really concerned about the minor issues. This event helped me to develop and maintain the trust of and confidence of my project manager and the other staff involved, that I was capable of performing to the required standard. As an Intern working on this site, I came across many new and different materials and processes used to build this road, compared to what I had encountered before. For the second half of this project I continued working as a site engineer, however as the job neared its conclusion, I was required to focus more on finalizing the official documentation to be submitted to and signed off by the RTA representative. In order to understand what exactly was required by the RTA, I need to read through, understand and constantly refer to the RTA Road Construction specifications. Whenever I found the specifications to be ambiguous, I contacted the RTA Rep for clarification as to what he actually required, hence I identified the clients needs. These specifications required me to regularly complete and submit Hold Point and Witness Point Forms to the RTA Representative at critical stages of the construction process. On one occasion the hold points were sent back before being signed off because they did not contain enough detail. For example, A hold point form was required to be submitted before the construction of each new layer of the road. On this particular instant I submitted the hold point form outlining that the previously completed layer (e.g. the crushed sandstone) had passed all the geotechnical tests and asking for permission to continue with the next layer. The RTA rep then sent the hold poi nt from back and outlined that I needed to be more specific about the chainages where the crushed sandstone had been tested and passed. One of the major set of documents I was required to submit to the RTA was the ITPs or Inspection Test Plans. These were Christie Civil Documents that detailed the methods of construction and testing of each construction process throughout the entire job, e.g., Heavily bound base, Storm water, Asphalt etc. It also required the site engineer and client to sign off after each process had been completed. For example, the ITP for the Heavily Bound Base stated the specific type of material to be used, the level of compaction which was to be achieved and the methods of testing among other things. As the job went on, it was my role to sign off on each of the ITP processes once they had been completed. I then regularly submitted these reports to the client to document the companys progress, before finally submitting the entire completed set of ITPs, along with all of the Hold points and Witness Points, and other required documents, as one complete record of the job. A civil engineer is responsible and accountable to rest of society for designing, engineering and constructing in a way which will not harm or have dire consequences for the surrounding environment and its occupants. During my internships I found that the two major ways in which Christie Civil work towards a sustainable future is firstly through the prevention of pollution, and secondly through recycling. On almost every site I went on, there were different measures taken to prevent the pollution of the surrounding areas. While I worked in Cronulla, we temporarily installed a silt boom in the section of the lake nearest to the site. This was to prevent dust and silt and any other form of pollution from the site, from leaking into the natural environment. Similarly, on the Holsworthy site, we temporarily installed small silt filters above all the stormwater drains in the area for the same reason. The use of a water cart to keep the ground moist was a common tool to prevent the spread of dust, whereas every truck (including its wheels) needed to be relatively clean before leaving site, so that any mud or other material on the truck would not get accidentally dropped in public. In the same way, on the Warners Bay and Erskine Park sites I worked on silt fences were installed around all the storm water drains in the area, so as to prevent dirt and dust and other materials from entering the drain and being spread into the environment. On these sites in particular, Christie Civil hired a bobcat with a sweeper extension to continually sweep the existing road of any debris and excess material carried off by delivery vehicles, to prevent the material being spread into the natural environment. During my experience, I found that engineers also generally prefer to recycle materials, not only for sustainable reasons, but because it saves money. For example, on the Holsworthy site we were required to construct roads. This involved the detailed excavation, laying and compaction of road base and then finally the laying and compaction of asphalt. In this instance, on another one of the companys sites, they were getting rid of tonnes of sandstone. Fortunately for us, the sandstone complied with the Australian Standards for a road base. Consequently, the project manager at Holsworthy recycled the sandstone from another site, by re-using it as road base. Ethical Practice Ethics is basically the moral code or set of standards to which someone has been shaped as a result of their culture, religion or society. As a result, ethics is a totally subjective concept, in that something that I might consider wrong or inappropriate might be ok for someone else. Nevertheless the seriousness of ethics cannot be underestimated. I believe that ethics is an especially important topic for the civil engineer, as what they do has a direct impact on society as a whole. Thus, the consequences of bad decisions could possibly have huge ramifications. For me personally, my ethical framework has been predominantly shaped by my Christian faith. One of the major ethical issue I faced while on my internship, involved the project manager and project foreman asking everyone to sign a Safe Work Method Statement which they had changed but dated it as if it was months earlier. The incident arose after an excavator nearly hit some overhead power lines. Upon realizing that this issue had not been highlighted in the Safe Work Method Statement (which should be signed upon induction), the project manager edited the document, including the new issue and re-printed it. He then asked all the laborers and other people involved to sign the SWMS as if it were months earlier, when they signed the original document. In my integrity, I couldnt sign the document and lie about the date on which it had been signed. Fortunately since the document outlined the process for bulk and detailed excavation, it wasnt too important that I didnt sign it, as I had little to do with the physical work in this area. Quality Assessment System in Construction 1.0 Introduction Quality assessment system in construction industry is a system or method to measure and evaluate the quality of workmanship of a construction work based on the relevant approved standard. This assessment sets out the standard on quality of workmanship for various construction elements of building and infrastructure construction work. The quality of workmanship of a construction work is assessed according to the requirement of the relevant standard, and marks are awarded if the workmanship complies with the standard, (CIDB, 2011). According to Wong, (2007), one of the hallmarks of a developed construction industry is in the output of quality buildings and structures. It is therefore critical to inculcate among professionals, contractors and end-users the awareness of quality products and good designs, not only to raise the standard of the industrys products, but also to reduce wastage arising from rework. The Quality Assessment System in Construction (QLASSIC) developed by CIDB is an independent method to measure and evaluate the quality of workmanship and finishes of construction works based on objective comparison through a sampling and statistical approach. The Malaysian construction industry stakeholders are looking forward to action plans by CIDB in implementing QLASSIC with incentives as has been the case for the Construction Quality Assessment System (CONQUAS) in Singapore. Mahmood. et al. (2010) stated the quality management system is being increasingly applied to the construction company to solve quality problem. The implementation of this system required a culture change and change in management behaviour. The organization need to shift from their current culture to a quality management system culture that focuses on quality as a key strategy. A review of literature identifies ten important culture elements that contribute to successful implementation of quality management system, which include leadership and top management commitment, customer management, training and education, teamwork, people management and empowerment, supplier partnership, quality planning and strategic, process management, rewards and recognition and effective communication. 2.0 Problem Statements Nowadays, the quality of the building becomes an issue when many accidents occurred related to the building failure such as building collapse. Many criticisms received from public about this quality of the building. This has proven when Mahmood et al. (2010) stated that construction industry in Malaysia has been viewed as one of the sectors that have a poor quality compared to other sectors such as agriculture or automotive sector. This is supported by Said et. al. (2009) when he claims that there were misunderstandings among the organization player on Quality Management System (QMS) concepts has become a stumbling block for its successful implementation. Said et. al (2010, c.f SIRIM 2005) also found that QMS could be implemented either at the organization level or at the project level itself. Looking at the construction industry scenario in Malaysia, there are approximately 4000 ISO 9001:2000 QMS certified organizations in the Malaysian construction related industry. However, the number is still relatively small when compared to the total number of 63,204 organizations in this industry. Looking at the current scenario in the Malaysian construction industry, QMS compliance is a required factor to improve the quality of the Malaysian Construction Industry. Keng and Hamzah (2011, c.f Haupt et al. 2004) also found several problems found in implementing the quality assessment system on construction site such as too much paperwork, transient nature of workforce, field employees regard quality management as irrelevant, difficulty in measuring results, and subcontractors and suppliers not interested in assessment 3.0 Aim and Objectives of the Study The aim of this research is to study the impacts of implementation of quality assessment system in construction projects. Objectives: To identify the advantages from implementation of Quality Assessment System in Construction (QLASSIC) system in construction project. To determine the challenges in implementing quality assessment system in construction project. 4.0 Scope and Limitation Among the parties involved in construction, the contractors are the one who know the real situation in the construction compared to others. Beside that, the contractors also know the whole process in construction starting site possession until the projects is completed. Therefore, this research will be conducted with focusing: Only to contractor G6 or G7 (CIDB) that already engaged with high cost construction project that focus on quality of the building and clients satisfaction as a main priority. The limitation of the research survey only focus on Klang Valley area because this area was highly developed with new buildings design. 5.0 Research Methodology Primary Data A set of questionnaire will distribute to collect valuable data for this research. This interview may conduct to the targeted group in construction projects or organization. Secondary Data The researcher found literature review as his secondary resources with aim to investigate the previous research and body of knowledge about the quality assessment system in Malaysian construction industry. Figure 1.1: flow chart of research process CHAPTER II:Â  LITERATURE REVIEW 2.1 Quality Assessment in Construction (QLASSIC) 2.1.1 Introduction According to CIDB (2006), Quality Assessment System for Building Construction Work (QLASSIC) is an independent method to assess and evaluate the quality of workmanship of building projects based on the standard stated as a guideline. Yin (2012), added that Quality Assessment System in Construction (QLASSIC) is a system to measure and evaluate the quality of workmanship of a construction work based on the relevant approved standard. QLASSIC enables the quality of workmanship between construction projects to be objectively compared through a scoring system. The purpose of this scheme is to enable a construction project to be undergone in standard of procedure in order to ensure the quality of workmanship in the works The construction industry and the private sector plays an important role in creating wealth and improving the quality of life of Malaysians through interpretation of socio-economic policy of the governments social and economic infrastructure and buildings. In addition, the construction industry creates multiplier effects to other industries, including manufacturing, financial services, and professional services. The Construction Industry Development Board (CIDB) (2006), has published a special guideline for measuring the quality of construction and become As a parameter for the level of quality achieved in a construction project in Malaysia. Rating of the workmanship will be made through site inspections. Assessments will be conducted by a qualified evaluator of QLASSIC registered, trained and have passed the training conducted by the CIDB 2.1.2 Objectives of QLASSIC Masters Builders Association Malaysia (MBAM) (2006), stated that CIDB list down objectives of the QLASSIC system: To elevate the level of quality in the construction industry. To have a standard quality assessment system as a benchmark for quality of construction works. To assist contractors to achieve defect-free when carrying out construction work. To be used as criteria to evaluate the performance of contractors based on quality of workmanship. To be used for data compilation for statistical analysis in estimating the level of quality and productivity of the construction industry. 2.1.3 Scopes of QLASSIC CIDB (2006), stated that this assessment is set out for the quality of workmanship for the various aspects of the construction elements for the general building works. It will cover four main components which is, Structural works, Architectural works, Mechanical and Electrical (M E) works and External works. Assessments on the workmanship are carried out based on this standard and marks are awarded if the workmanship complies with the standards. These marks are then summed up to give a total quality score (%) for the building project. However, the assessment excludes works such as piling, foundation and sub-structure works which are heavily equipment-based and called under separate contracts or sub contracts. The building is assessed primarily on workmanship standards achieved through site inspection and field testing. The assessment is done throughout the construction process for structural and M E works. For completed building projects the assessment is done for architectural, M E fittings and external works. Apart from site inspection, the assessment also includes field tests, test results on the material and the functional performance of selected services and installations. These tests help to safeguard the interest of building occupants in relation to safety, comfort and aesthetic; these defects may surface only after sometime. In addition, MBAM (2006), stated that QLASSIC sets out the standards for various construction elements in building work and other infrastructure work. The quality assessment on the workmanship and finishes of the construction work is based on these standards and points are awarded if the workmanship and finishes comply with the standards. These points are then summed up to give a total quality score called the QLASSIC Score (%) for a project. The assessment is conducted at the construction site through inspection and field testing. The score will be done on construction works that are inspected for the first time. Construction works that are rectified and corrected after the assessment will not be rescored. The objective of this practice is to encourage contractors to do things right the first time and every time 2.1.4 Components to be assessed According to QLASSIC (2006), the quality standards for building construction work are divided into four main components:- a) Structural works The structural integrity of the building is of paramount importance as the cost of failure and repairs are very significant. The assessment of structural works comprises: Site inspection of formwork, steel reinforcement, prefabricated or pre-cast elements, etc. during construction. Laboratory testing of compressive strength of concrete and tensile strength of steel reinforcement. Non-destructive testing of the uniformity and the cover of hardened concrete. b) Architectural works Architectural works deal mainly with the finishes. This is the part where the quality and standards of workmanship are most visible. Architectural works are works such as floors, internal walls, ceiling, door and window, fixtures and fittings, external wall, roofs, driveway, porch and apron. c) Mechanical and Electrical (M E) works The quality of M E works is important in view of its increasingly high cost proportion and its impact on the performance of a building. The assessment covers electrical works, air-conditioning and mechanical ventilation works (ACMV), fire protection works, sanitary and plumbing works, lifts, escalator and other basic M E fittings. d) External works External works cover the general external work elements in building construction such as the linkways/ shelters, drains, road works, car parks, footpaths, turfings, playgrounds, gates and fences, swimming pools, hardscapes and electrical substation. 2.1.5 Assessment approach In general, the assessor determines the samples or elements to be assessed to each assessment. The samples are selected from drawings and plans. The selected samples shall be distributed as uniformly as possible throughout the project and construction stages. All locations are to be offered for the assessment. The scoring will be done on the works that are inspected for the first time. When an assessed item does not comply with the corresponding QLASSIC standards, it is considered failed and an X will be noted in the assessment form. Likewise a v is given for an item meeting the standards. A - will be given to indicate that the item is not applicable. The score is computed based on the number of v over the total number of items assessed. (CIDB, 2006) MBAM (2006) stated that, it is impractical to assess all elements in a construction project, QLASSIC assessment uses a sampling process to carry out the assessment. The samples are selected from drawings and plans of the relevant construction project. a) Structural Works The assessment is carried out throughout the various construction stages. The numbers of samples are determined based on the gross floor area (GFA) of the building with a minimum and maximum number of samples. b) Architectural works The assessment is carried out upon completion of the building project and before handing over of the project. The samples are determined based on the gross floor area (GFA) of the building with a minimum and maximum number of samples. c) Mechanical and Electrical (M E) works The samples are determined based on the gross floor area (GFA) of the building with a minimum and maximum number of samples. Requirements of QLASSIC assessor; Malaysian citizen Age: 25-60 years Possesses an academic qualification in construction related fields such as architectural/civil/mechanical/electrical engineering/quantity surveyor or other fields Successfully completed the QLASSIC Assessor Certification Programme. Posses minimum working experience in the construction industry according to academic qualification as follows. 2.2 Quality philosophy 2.2.1 Quality concept Many definitions had been made in order to explain the terms of quality. Hoyle (1998), defined quality as a degree of excellence, conformance with requirements, the totally of characteristic of an entity that bear its ability to satisfy stated or implied needs, fitness for use. In addition, he also stated quality as freedom from defects, imperfections or contamination. In other words, quality is focus on satisfaction needs and costumers demand as a first priority. In construction industry, the offer from clients to contractor to do projects with a terms and conditions need to be followed by contractors and if the projects is completed according the requirements given is a quality products. According to Besterfield (1998), quality cannot be measured by with number or it intangible and it only can be measure by personnel perception. Quality only can be quantified as follows: Q = P/E Where, Q=Quality P=Performance E=Expectations According to the formula, if quality is greater, the costumer has a good feeling about the products deliver. 2.2.2 Quality parameter According to Hoyle (1998), difference in design can be classified or group into different class and the results can be good or poor. It is not enough to produce product only conform to the specification or supply services that meet managements requirement. Quality can be classified in three parameters which is: Quality of design is the extent to which the design reflects a product or services that satisfies costumer needs. All the necessary characteristics need to be designed into the product or service at the outset. Quality of conformance is the extent to which the product or service conform to the design standard. The design has faithfully translating the clients need and it depends on the processes to realize the design into an actual end products. Quality of use is the extent which the user able to secure continuity of use from the product or service. Products need to have a low cost of ownership be safe and reliable and maintainable in use. 2.2.3 Quality management According to Juran (1989), basic purpose of quality management is to eliminate failure in services or products. Failure not only that products, process or services but it would be fail in their function or their function not satisfy to customer demand. Hence, the quality management consist of planning, organizing, controlling and preventing the products or services from failure. All the methods and technique that use in quality management must be useful to improve and increase the quality of the products or services. This quality management include inspection process. Inspection is a process where quality is measured before deliver the products or services to the costumer. However, inspection alone is not enough to deliver quality products or services, it must adopt with the other practice to prevent failure. Quality management is both technical and behavioural subject. Therefore, the management of quality involves many aspects of an organization and the organization must make sure all its function inter-related and work efficiently and effectively because whenever any function fail to perform, they will effect to another. 2.2.4 Quality control Quality control is the operational activities or techniques used to fulfil the requirement for quality. In other words, it is a process to maintain standards and prevent from failure. Standard can be control by process of selection, measurement and correction of work. Quality control can be applied in the processes that produce products by measuring the overall quality performance of the organization.(Juran, 1989) There are steps to control the quality; Determine what elements need to be controlled. Determine whether it needs to be control before, during or after the result. Establish details for the parameter to be controlled. Establish plans for control which specify the means by which the characteristics will be achieved and variation detected and removed. Organize resource to implement the quality control. Install sensor at an appropriate point in the process. Collect the data. Analyze the results. Propose solutions and decide the technique to overcome the problems. Take the action and check again whether it has been corrected or not. 2.2.5 Quality improvement Quality improvement can be defined as an action taken by the organization to increase and improve the effectiveness of activities or processes to provide satisfaction to the costumer. (ISO,2000). In other words, process of changing the quality for the products or services that can improve the level of satisfaction to the costumer. This can be done by control or increase the standard. Control approach can be done by improving the rate at which an agreed standard is achieved. The second approach is by increase the standard and setting new level. New standard can be created by making research and development to a products and services. 2.2.6 Quality assurance ISO (2000), defined the quality assurance as a planned and systematic action necessary to provide adequate confidence that an entity will fulfil the requirements for quality. Costumers and managers need a quality assurance, as they cannot oversee the operation for themselves. The assurance of quality can be gained by testing a products or services against prescribed standards to establish in capability to meet them. This approach can give confidence only to the tested products. Quality assurance not controls the quality, it establish the extent to which quality will be, is being or has been controlled. 2.2.7 Quality system Hoyle (1998), stated that system is a set of function or activities that operate together to achieve the aim. A success quality system will lead the organization to achieve, sustain and improve the quality. It is a planning, well evaluates and organized to produce a required quality performance. A quality system is the approach to achieve all desire quality goals. Quality system focus on the quality of the organization produces, the factors which will cause the organization to achieve its goals, the factors influencing the customer satisfaction and identify nonconforming product. Quality system needs to possess certain characteristics for them to be fit for their purpose. Robustness ability to withstand variation in the way operation are carried out without failure Complexity the number of interconnections, routings, pathways, variations, options, etc, which give rise multiple procedure. Maintainability the ease and economy with which system changes can be made. Flexibility ability of the system can handle the changes in circumstances. Consistency the ability of the documented system unifies communication both within itself and the organizations. 2.3 Challenges faced by construction project team in implementation of QLASSIC 2.3.1 Introduction CIDB (2008) stated that like any other countries around the world, Malaysian construction industries face the problems that affect the development of construction sector. If these problems not managed and addressed effectively it become worst. The construction sector will continue play an important role as a main contributor to the Malaysia economy. To make sure the construction sector become stronger, Malaysia introduced many ways and one of the ways by introducing the QLASSIC system by CIDB. Although it was introduced several years ago, the implementations of this system still not achieve the target. Only few projects were applied this system. This because there are few problems and challenges regarding implementing this system faced by construction team. 2.3.2 Fragmentation and Disintegration of the Construction Industry The construction industry has remained a very fragmented industry where different activities in the entire value chain of the construction processes are being undertaken by different parties, often undertaken in isolation, thus resulting in inefficiencies. In particular, the segregation of design and construction activities which is widely practiced does not encourage consideration for factors like savings in labour utilisation, ease of maintenance, construction safety and the practicality of construction methods.(CIDB,2008) As a result of the lack of such integration considerations in the industry, the process to implement the QLASSIC system to the construction projects is difficult. The different players are also become conflict and the implementation of this system become unsuccessful. This because there are many parties involved in construction projects. Thus, some of the parties will implement the system and some are not. So, the systems are not applied on the overall parts or elements that need to be assess in the construction projects. 2.3.3 Foreign labour Labour-intensive conventional methods of construction that are still prevalent in Malaysia. The adoption of such methods are encouraged by the cheaper cost of employment of foreign workers with lower wages and the availability of such workers for short-term periods of work.. Another reason for the heavy dependency on foreign labour involves the fact that the local workforce is reluctant to be employed as construction workers in the wet trades, where the image of the construction industry has always been one that is Dirty, Dangerous and Difficult. (CIDB, 2008) As a result, the implementation of QLASSIC system in construction projects becomes a problem because foreign workers do not understand this system. They are not expose about this system by the authorities. Thus, it become challenges for construction team to make sure the construction projects meet the standard that need in the QLASSIC system. 2.3.4 Lack of RD CIDB (2008) mentioned, the local construction industry is characterised as one that is labour-intensive, which has resulted in numerous challenges as highlighted previously. There is a need for the construction industry to progress towards one that is more focused on innovation and automation. However, the pace of innovation through RD and automation through the adoption of new construction methods are relatively low due to the abundance of cheap foreign labour. Despite the lack of RD initiatives in the Malaysian construction industry, there has been progress on the local front to encourage and stimulate RD activities in the construction industry. As a result, one of the factor this system did not get attention from construction team is because lack of RD. Before this system introduced to the construction sector, the responsible authorities that doing this research must make sure that the information gather from the research is enough and the opinion from all the parties involved in construction project is taking into consideration. This is because the construction parties are the main target as they will use this system. So, opinion from construction parties is the first priority to suite with construction projects when implementation this system. 2.4 Effective strategies in implementing QLASSIC 2.4.1 Stepping up research and development Wong (2007), stated that Research and Development (RD) is critical to productivity and quality. Improvements in the construction industry such as better materials, more cost-effective design and construction methods and labour-saving equipment are often introduced by way of RD initiative. However, for RD to be useful there is a need to ensure that new technologies and capabilities are efficiently shared and adopted by players in the industry to enhance the quality of the building. At the present moment, the amount of Malaysian construction RD ranges from negligible to non-existent. On the other hand, RD conducted by local institution of higher learning is often perceived as not been able to meet industry needs. Hence, there is a need for stronger collaboration between academia and the industry in stimulating RD efforts in order to produce quality of the building. 2.4.2 Raising the Skills Level According to Wong (2007), the reality is that so long as the industry has a ready access to a large number of foreign workers, there is very little incentive for the industry to upgrade itself. While recognizing that the industry will continue to rely on foreign workers in the near and medium term, there is a need to reduce the number of unskilled foreign workers. CIDB, in collaboration with the National Vocational Training Council of Malaysia (MLVKM) ha s developed the National Occupational Skill Standards (NOSS) for the construction industry, for the purpose of developing skilled manpower in the industry by development of training module for the various trades as well as for skill accreditation for career development of construction personnel. The Malaysian construction industry at present is largely dependent on low skilled foreign workers. As introduce new technologies and push for higher quality the demand for manpower especially foreign workers should be reduced. 2.4.3 Enhancing professionalism Enhancing professionalism of the industry can be achieved at three levels, namely the individual, trade association or professional institution, and the industry. At the individual level, the curriculum of institution of higher learning should be enhanced to include common modules and soft skills. At trade association or professional institution level, Continuing Professional Development (CPD) Programme should be made mandatory for the renewal of professional membership as is currently practised by the Board of Engineers Malaysia (BEM), Board of Architect Malaysia (BAM) and Board of Quantity Surveyors Malaysia (BQSM). To synchronize professional practice and thinking, it is also necessary for each profession to draw up its own set of code of conduct. (Wong, 2007) This will help to lay the foundation for constructional skills needed for construction players. Hence it must constantly promote, recognise and reward creativity, quality work, and innovation to integrate the various processes in the industry, but also to project a more progressive image. 2.4.4 Training and Education Firms that establish workplace education programmes report noticeable improvements in their workers abilities and the quality of their products (Cebeci and Beskese, 2002). The importance of training is to ensure that the skills of the workforce do not become obsolete in an environment of change and an understanding and attitude of quality is developed and maintained. Training should be directed at all levels of the organization to understand the QLASSIC process. 2.4.5 Integrated approach to construction According to Wong (2007), the construction industry is highly fragmented due to the sequential nature of the construction process. One of the major causes of low productivity and quality is the lack of integration of activities across the construction value chain. Consequently, mistakes in the construction stage resulting low quality of the building. So, through integration focus on effective interpersonal relationships, jointly planned work, identifying and solving problems will produce better quality. The pilots want more money but management has already spent it. Another strike you say. Yip, looks like it. The chief executive of American Airlines was stunned when on January 8, by an overwhelming vote, pilots rejected a tentative contract. Pilots then got a message from the company president saying "For the first time in many years, we fear for the future of our company." The reason that this strike could spell disaster for one of the leading airlines in the world is the rather large order of new aircraft American ordered from Boeing. American says that having to pay higher pilot salaries and buy new aircraft makes it an uneconomical investment, in other words they can not do both and still stay in business. A strike could even threaten a purposed alliance with British Airways. American in not alone though. With industry profits on the constant rise, employees of other airlines are pushing for higher pay also, but undeniably American is in the worst position right now. It looks to me like the pilots were not very happy with the decision to purchase new aircraft from Boeing back in November when it was first voted on. It seems as though instead of purchasing new aircraft the pilots wanted a pay increase. What the pilots want is a pay increase of 11% over the next four years. What the have been offered is a 5% increase. The argument that the pilots have put forward is the fact that their offer does not even keep up with inflation. It looks as though a strike would be very unlikely because of the amount of money involved, somewhere around fifty million a day would be lost by American. That big of a loss could be very detrimental to any company. What can management do with a dilemma like this? It seem that they departed without knowing where they were going to land. They should have made sure there would not have been an uprising in any part of the company before the took measures as drastic as ordering six-billion dollars in new aircraft. It looks to me like there needs to be better communication between all facets of management in this company. The only way out of this mess that I can see is to reduce the order from Boeing so that they can afford to give the pilots there precious pay increases. This could cause more problems depending on how lenient the contract between

Metaphors We Live By In the book Metaphors We Live By, authors George Lakoff and Mark Johnson address the traditional philosophic view denouncing metaphor's influence on our world and our selves (ix). Using linguistic and sociological evidence, Lakoff and Johnson claim that figurative language performs essential functions beyond those found in poetry, clichà ©, and elaborate turns of phrase. Metaphor permeates our daily experiences - not only through systems of language, but also in terms of the way we think and act. The key to understanding a metaphor's effect on behavior, relationships, and how we make sense of our environment, can be found in the way humans use metaphorical language. To appreciate the affects of figurative language over even the most mundane details of our daily activity, it is necessary to define the term, "metaphor" and explain its role in defining the thoughts and actions that structure our conceptual system. According to Lakoff and Johnson, "the essence of metaphor is understanding and experiencing one kind of thing in terms of another" (5). This definition extends to any symbolic type of expressions, like the concept of hate, the spatial direction "up", or the experience of inflation. When our most important life experiences are often too abstract for basic understanding, we attempt to capture the nature of the experience by placing it in a relevant and more easily recognizable context. Three basic types of metaphor are used to, "conceptualize the less clearly delineated in terms of the more clearly delineated"(59). These are: the orientational metaphor, the ontological metaphor, and the structural metaphor. Orientational metaphor organizes concepts by giving them a spatial orientation. These metaphoric representations are not random; they are based on the structure of our bodies, and how we physically interact in a specific culture or environment. Metaphors like "I'm falling asleep," "he dropped dead," and, "You are under my control" provide a spatial relationship between the human subject and something found in the world. The authors explain that, while directional oppositions (up-down, in-out, front-back, etc.) are physical in nature, they aren't always the same for every culture. For example, while some cultures may see the future as ahead of us, others view it as behind us (14). Ontological metaphors involve ways of viewing intangible concepts, such as feelings, activities, and ideas as entities. When we identify these experiences as substances, we can "refer to them, categorize them, group them, and quantify them - and, by this means, reason about them" (25).

Stop paying for line rental – Millions of people continue to pay for line rental on a home phone landline that they rarely use, just so that they can get broadband at home. Plug and play technology – All the software you need to connect to the internet is automatically installed when you first plug your USB modem into your laptop – no need to set it up or call a technical support helpline. Flexible options available – Mobile broadband customers can take advantage of some really great pay as you go tariffs from as little as ? 2 a day, or rolling one-month packages, meaning they only ever pay for what they actually need. Con’s: Safety: If you need to call 911, public safety authorities won’t automatically know where you are, you’ll have to tell them. Also, calls with alternative phones will not necessarily be routed to the closest agency. Also, you won’t receive â€Å"Reverse 911† calls alerting you to a public emergency in your neighborhood unless your local emergency center allows you to sign up your number and associate it with a local address. Security: Some businesses will not allow you to use their services without a traceable land line. This includes credit card companies, pizza shops and a few others, although this rule is slowly being relaxed. Satellite TV services want a landline-like plug for their equipment to call them each night. It does work with some broadband phone systems. Your satellite service can still work without it, but you will most likely pay an extra charge. Reliability: Wired telephone services have come as close to 100% reliable as is practical. Their network has substantial power backup, redundant circuits and years to get it right. Alternatives are improving but their networks can vary significantly. Cell sites and other communications nodes have a limited amount of backup power. In an extended power outage, such as after a hurricane or snowstorm, the service may not work, leaving you with no service. Corded phones work in power failures. Cable phones also have a lower level of reliability. Sound Quality: Some alternative phones don’t sound the same or as good as a landline. While your alternative phone may sound fine to you, it may be difficult for others. Also, some broadband phone services just dump their audio into the Internet resulting in widely varying data travel times giving you significant sound delays. Lack of Service: You may be in a location where there are no wireless broadband alternatives or may have poor cellular coverage. This might be rectified by adding a ‘cell site’ to your home. Broadband Speeds: While there are some fairly fast wireless broadband connections, it may be some time before they will compare to wired or cable connections. Malfunctions: Cell sites can stop working for various reasons. Repairs often need to be made on site and may take time. Broadband services require one or more pieces of equipment at your house which you will need to fix if it fails. Wireline equipment can normally be repaired at the central office. Murphy’s Law says breakdowns will happen at the worst possible time. You Have No Backup: Unless you have an extra cellular phone, if something happens to your main phone or its associated equipment, or your account, you can’t just plug another phone into the wall. Inconvenience: Some alternative services only offer a single jack for one phone. If you want service throughout the house you either must go wi-fi or cellular. Otherwise, plan on using the phone near your computer or router. With a cell phone you need to keep it close to you if your home is large or on multiple floors. It Might be Difficult to Get a Job: Some employers require a â€Å"Local† number to consider you for a position. While you can change your out-of-town portable number to something local, there goes your â€Å"Number For Life. † Surprise Costs. Since you normally pay for cellular by the minute, you might talk a lot more than you think. Savings may be less than you expected when calculated long term. Broadband carriers are not regulated like wireline services and could make changes that you don’t expect. You Won’t Be Listed in the Phone Book. Some directories let you to pay for a personal listing, but others use that as a way to keep you as a landline customer. Alarm systems. Most existing dial-up alarm systems don’t work with broadband phone connections. There are other alarm alternatives, including wireless. You May Not Be Able to Send or Receive Faxes. In some cases, faxing is not an issue. In others, you can’t just plug in your fax machine. A better choice is to to use a paperless, web-based service like eFax or MyFax. com. Low download limits – Even the most generous of mobile broadband tariffs only offer a download allowance of 15GB per month, and that could set you back ? A  month on a two-year contract, while typical value packages offer less than 5GB a month. High costs for exceeding your limit – Most mobile broadband providers charge a fee when you exceed your download limit. This is normally several pence per MB and costs can very quickly add up if you’re not careful. Always keep an eye on your usage. Slower connections – Although suppliers might advertise speeds of up to 10 or 12Mb, mobile broadband speeds rarely exceed the average of around 1Mb. This, combined with the tight usage limits, makes mobile broadband unsuitable for large downloads. Coverage – Most of the UK is covered by the 3G mobile network, but coverage can be patchy in some rural areas, with speeds significantly slower in some parts of the country, so you should always check coverage in your area before signing up. PROS OF FIXED LINE NETWORK Reliability Land line/fix line phones can be more reliable than their cellular counterparts. Disconnected cables can disable land lines, but these problems are easily remedied. On the other hand, cellular phones are plagued by several different issues because they rely on a network of radio waves, cellular towers and satellites. In some areas, cellular service is plagued by dropped calls and fuzzy reception. Emergencies The reliability of land line phones makes them advantageous when it comes to emergencies. For example, if someone is hurt and needs immediate medical care, you do not have to worry about contending with poor reception. Land lines also provide a fixed location that emergency responders can rush to. On a cell phone, you must state your address or describe your location, which wastes precious time during a crisis. Pre-presentation Tips †¢Objective Before preparing any presentation one must be clear about the purpose of giving the presentation. Because, if you know clearly what you have to deliver it will help you find how to do it. †¢Content Once the objective is clearly defined, now you should focus the contents of your presentation. It means what is the scope of your talk. What is included and excluded. The contents must be according to the objective and the need of the audience. Through brainstorming, keeping in view your knowledge, audience and the topic, the parameters can be defined to cover the topic extensively. †¢Audience Jim Rohn, the American motivational speaker and writer, says, â€Å"Consider your audience†. It means who they are, what they already know about the topic, how old they are and what language and style they prefer etc. Once you are fully aware of all the facts it will help you tailor your presentation according to the needs of your audience. †¢Time and length People have their peak and low time according to the time of the day. Some people tend to be more active and alert in the morning. Therefore, if you present in the morning you might get positive feedback from your audience. On the other hand after lunch and in the evening people are likely to be drowsy and may not focus on what the presenter says. There, audience should be energized through activities and questions to keep them awake. Whereas, length means the time you are allotted to present. Try to speak loud and clear but, not so loud that you cause your audience a headache due to your thundering voice. †¢Pace Pace means the speed of your lecture, speech or presentation. As a matter of fact, the listeners have their listening and understanding speed and the speakers have their speaking pace. Both the speeds must align with each other. Therefore, speak in a variety of paces if something is really important or serious, slow down to make your audience understand it. If you are repeating a point or giving a summary of your presentation then you might go with a faster pace. Use a variety of paces but make sure what you are delivering your audience is receiving it in the same way. †¢Pauses Pause is a short period in which something such as a sound or an activity is stopped before starting again. Pauses are like the punctuation marks in the written language. We use pauses or break the sequence of talk so that we might separate the most important to the least important. Besides, pauses create an impact of your words on the minds of the listeners. If you are describing a difficult point or delivering an informative presentation which is complex too, then you must stop briefly at certain points. Pauses give time to the audience to think, realize and absorb the information you are showering upon them. †¢Intonation Intonation is the change of voice as per the nature of the message you want to deliver. Communication experts believe words are lifeless unless we add our vocal variety in it. It is your voice that mixes up your words with feelings and emotions. This mixed voice is called intonation. The pitch and tone of your voice help you make the right intonation according to the message you deliver. For example, if you pass any test or exam you say loudly; Yaaahhhoooo! Now this interjection is expressed through your emotional voice which is intonation. Someone rightly said the voice that comes from heart has a deep impact on the listeners; this voice of the heart is in fact your intonation. As a powerful communicator express your feelings and emotions through your voice and give the heart touching presentations. †¢Avoid Artificial Fillers Artificial filler is either the repetition of a word or a sentence for example, ok, you know, fine etc or uttering some meaningless words like errrrr, aaaah, ehhh etc. Artificial fillers are a must-avoid during the presentation because they make your presentation funny or boring for the audience. A presenter must not repeat a word or a sentence time and again habitually. †¢Humour During Presentaion Well, it depends on the audience and the presentation environment because some presentations are delivered in a strict and serious environment where it is not appropriate at all to use humour or make the audience laugh. On the other hand, if it’s a friendly environment or training then a presenter must entertain the audience through some relevant jokes or funny stories. As it is said â€Å"Laughter is the best medicine† and if a presenter makes the audience smile and laugh they will remain active, energetic and will not feel bored. Do not criticize anyone or make fun of anyone of your audience. This might worsen the situation as most of the people never like to be laughed at. Nonverbal Communication Strategies †¢Body Positioning Nonverbal communication is the communication through body language which is in deed more powerful than the verbal type of communication. As a presenter, you are under the spot light. Every one looks at you during the session that’s why a presenter should stand at a place where he is visible to each and every individual sitting in front of him. During the presentation you must not stand still at one place and deliver the whole presentation there, rather you should change the position according to the situation but at every position your audience must be able to see you clearly. Never turn your back towards your audience. †¢Posture Posture means position of body or the way in which someone usually holds his shoulders, neck and back, or a particular position in which someone stands or sits etc. As you present you must mind your posture, it should be active and energetic. Lazy and inactive postures result in the concentration loss of the audience. Not only this, but the speaker becomes less reliable and unauthentic. Stand straight and confidently, put your shoulders at a relaxed but active positive. Positive postures give a very strong nonverbal message to your audience. †¢Movement The basic difference between speech and presentation is that during the speech the speaker stays at one place and talks but in the presentation the presenter is animated. The presenter moves around in the room purposefully, walks and talks with the audience. Therefore, a presenter must move but the movement has to be purposeful not a continuous movements or the nervous movements. While moving do not lose the eye contact with the audience. Move around but keep looking at the audience. †¢Hands During the presentation, your hands communicate effectively as well. In fact, your hands give meanings to your words and create an impact on the audience. There is a complete language known as Sign Language which is mostly based on hands signals. Do not cross your hands or rest them at the back just leave your arms loose by your sides and as you talk according to the words, sentence or message use your hands and fingers to make your message more meaningful and impressive. †¢Facial Expressions It is said, â€Å"Face is the index of mind†. Whatever we think it comes on the face through these facial expressions we communicate the deepest thoughts of our mind and feelings of our hearts. If you look at someone and smile, the other person will also smile in response and if you look at a child angrily, the child will be afraid of you. Our facial muscles make our face expressions and the facial muscles get activated when either we arouse our feelings and emotions in a certain way. Express yourself through your facial muscles and connect with your audience deeply and give a memorable presentation. †¢Eye Contact Your eyes are your lighthouse. As you talk do not look at the walls, fans or tube lights but the people sitting in front of you. When you look in to the eyes of the people it shows that you are giving them your attention and in response your audience also looks at you. Moreover, eye contact works like an infrared channel that transfers data from your mind to the minds of the listeners. But do not look at one person for more than 5 seconds because it might make him/her uneasy and it will also turn your eye contact to staring. Finally, be confident and practice all the points carefully. Fake it, until you make it and then it will become your natural presentation style.
